Tom Barbour

As a former Captain in the United States Marine Corps and a Veteran of Iraq and Afghanistan, and with undergraduate, J.D., and M.B.A. degrees from the University of Virginia, UVA’s School of Law, and UVA’s Darden School of Business, Tom has focused his life and his practice on defending the public good.

Tom is committed to serving clients as a public interest trial attorney. Through his legal practice and various servant leadership roles, including as a former Prosecutor and Policy Advisor for the City of Richmond, as the former Founder of the Virginia Holistic Justice Initiative, and as an active Advocate for reform in the City and the Commonwealth, Tom has represented clients in a variety of practice areas and forums, including grievance hearings, federal, state, and local administrative proceedings, and in court. He has litigated and tried a wide range of issues, and he uses his expertise in live advocacy to solve problems for people with stories to tell.

Tom is active in Democratic politics in Virginia. And he and his wife, Julia, are deeply involved in Richmond’s legal community. Julia is a Senior Public Defender for the City and Tom focuses his policy work on public safety innovation, making pro bono contributions to organizations centered on criminal justice reform.
In his personal life, Tom spends time with his friends and family exploring Richmond, especially the City’s restaurants, theaters, and events. A day on the James River is Tom’s favorite way to relax. Tom and Julia live with their daughters, Ridley and Evelyn, in Church Hill, where Tom is a parishioner at the City’s historic, St. John’s Episcopal Church.
